I do disagree with those words. She's never been in love with Lucas, and questioned their relationship from the start. It was obvious that there would come a point where she had to decide whether to finally commit to a loveless marriage or not. She's attracted to Daniel and that is throwing a curve ball into her decision to marry Lucas for the ideal of a 'normal' secure family life. I think it's a simple case of her intellect versus her desire.
Now, I'm not saying it's right. I detest Daniel/Chloe. But she is wracked with guilt and emotion over the issue. IMO, that does not make her a '$*$%'. If she were, she would be deliberately playing one guy against the other, or relishing the situation with Daniel.

Remember, this is Dena Higley 'writing' this show. Chloe did not need to have out of character elevator sex with Lucas after two conversations, or even get engaged to him but it suited Higley's purpose. She could have chosen to break up Lucas/Chloe before inflicting Daniel/Chloe on us, but that does not suit her purpose either. She could have chosen one of a thousand ways to start the pair other than a hideous gropefest during a hospital examination. She has shown a shocking inability to write character-driven stories or reveal the slightest motivation for anyone's actions. Romance does not exist and has no build up, even when she tries. There are huge holes in her storylines in general.

Clearly, Higley has no desire to write Chloe true to character or even remember her personality traits. She is, apparently, on record as saying she disliked the character during her last stint on Days. When forced to write for her she always chooses the most sordid and degrading method to jump from one shabbily constructed 'story' to another. I can easily see reasons why Chloe would behave like this: a failed marriage and disappointment over Philip, leads to low self esteem and a rebound engagement for security. Daniel turns up spoiling her carefully constructed protective bubble and in a mess of self-doubt and emotion she caves in to temptation...
However, it is necessary to fill in the blanks for this motivation, because the writing is shallow and nothing is explained properly.

As for the counterpoint with Philip/Stephanie, remember Higley needs to prop them now that she has destroyed Phloe and Broe. Lacking imagination, she has returned to the soap staple of assassinating the character that could compete with her new couple.
Let's remember some facts. Chloe has been with 4 men in her life. Her husband, first love, fiance and now Daniel. Stephanie has been with more men at her stage in life than Chloe was at the same age and has never been married or engaged. She has also been involved in a murder cover-up and plenty of tacky behaviour during her summer on the airline.
Last year, Philip was hooking up with Belle upstairs at the pub while she was engaged to Shawn. He has also committed many unsavoury acts that are conveniently forgiven and forgotten. Choosing to hold off with Stephanie does not convince me that he stands on higher moral ground. Philip/Morgan did not happen because they fired the actress and inserted Stephanie into the position instead. Unfortunately, the hacked up backstage shenanigans have not left Philip unscathed either. Philip now has a rep for liking young co-eds and fantasising about teenagers. Don't hold your breath that Philip will not have a liaison with Melanie at some future point. You know that's what Higley really wants to write.

Days has simply taken a sleazy turn for the worse. A combination of bad writing, backstage power struggles, a new direction and poor vision have led to Chloe, Philip and Phloe taking a battering. Higley's attempts to trash and decimate any support for Chloe as she pulls for what she wants are disappointing. However, IMO, Chloe is still far from being anywhere near as bad as many characters on this show.
